IMO Secretary-General’s Briefing – September 2025
On the 24th September 2025, the Secretary-General of the International Maritime Organization, Arsenio Dominguez, held a joint briefing for Member States and observer organisations at the IMO Headquarters on the Albert Embankment.
Representing the CMI – Comité Maritime International were the President of the CMI, Ann Fenech and Maria Borg Barthet, Co-Chair of the CMI International Working Group on the Implementation of International Conventions and Promotion of Maritime Conventions.
The Secretary-General outlined this year’s key priorities, including:
The Regulatory Scoping Exercise of IMO conventions and other instruments available to Member States to further develop actions against unlawful operations, including substandard ships (RSE), best practices for ship registration, attacks on global shipping, the enhancing of governance to ensure safety and security and Decarbonisation.
Following the briefing, Dorota Lost-Siemińska, Director of Legal Affairs and External Relations Division, presented IMO’s work in connection with the Agreement under the UN Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (the BBNJ Agreement).
